Context
Site was an parking lot for many years located in light industrial area.
In July 2017 a proposal was submitted by Large and Co. for a 75 unit micro-unit workforce building (The Hive) which would include amenity space and electric vehicle and bike access all included in the monthly rental price. Proposal failed to gain City approval as it was considered too dense for the small lot and did not comply with the land use and density policies in the Official Community Plan (OCP) and Downtown Core Area Plan (DCAP).
John Howard Society of Victoria's mission is to help people with programs and services focused on employment, housing, mentorship and restorative justice
Funding for the project came from the Province of BC, John Howard Society, The Northpine Foundation, City of Victoria, Federation of Canadian Municipalities. Correctional Services Canada also provided a $1-million capital grant as well as approximately $1.4 million a year to fund operating costs.
