An indication that the pre-construction process may be at least a year or longer is the City of Victoria December 2, 2025 announcement of funding for the Vancouver Island Visual Arts Society to "transform 1101 Yates Street into a 9,000-square-foot creative hub with 20 to 25 affordable artist studios, an exhibition area and space for workshops and artist talks."
