Context
The original Nellie McClung library branch which was built in 1976 and rebuilt in 1991 following a fire. The new library will the second largest in Greater Victoria Public Library network and prior to demolition was the busiest branch for physical circulations.
A $34,571,461 capital grant came from the BC Community Housing Fund and a commitment to the operating subsidy to provide a mix of rent levels including:
20% of the units at shelter rates;
50% of the units offering rent-geared-to income rents; and
30% of the units with near market affordable rents.
Construction financing will be at BC Housing preferred rates secured by a mortgage. The project’s construction budget is $157,828,613 with the library component budgeted at $31,079,547.

Status
June 2026 - Excavation underway. Campbell Construction was awarded the construction management contract.
Final approval from partne the Capital Region Housing Corporation Board on March 11, 2026, following final project approval by BC Housing in early February 2025. Demolition of the old library was completed in March 2026, excavation began in April 2026 and construction expected to occur in June 2026.
