Context
The plans are based on UVic's 2023 Real Estate Strategy which states the "the primary purpose is to contribute to a vibrant and distinct campus community, while generating long-term revenue for the university." Southwood Circle at the University of Manitoba and UniverCity at Simon Fraser University are both referenced as case studies by UVic.
In July 2025 the BC Ministry of Housing and Municipal Affairs issued a directive to Oak Bay and West Vancouver to get more homes built. According to the directive Oak Bay had delivered only 16 of its 56 net-new units required by the Year 1 housing target. Any new housing created by UVic on the Oak Bay side of their property would count towards provincially mandated housing targets.
